Remuxing DVR-MS to TS stuttering

All dvr-ms recordings converted to any other format stuttering.
I found a problem with remuxing record from dvr-ms to ts with ffmpeg.
I put original and remuxing files into skydrive:

found some solution:
ffmpeg.dvrms.exe -probesize 100M -analyzeduration 300M -y -i test.dvr-ms -vcodec copy -acodec copy -f dvd test2.mpeg
ffmpeg.exe -probesize 100M -analyzeduration 300M -fflags +genpts -y -i test2.mpeg -vcodec copy -acodec copy -f mpegts test3.ts
creates TS file without stuttering

I don't understand, which line (there are 2 above) creates files without stuttering

Both (But this work only for mpeg2 video stream in dvr-ms)
  1. Convert DVR-MS to MPEG. (test.dvr-ms to test2.mpg)
  2. Convert MPEG to TS. (test2.mpeg to test3.ts)
But direct conversion DVR-MS to TS creates stuttering video.
