I The service is running when I check Services.

The start stop, delete, add, settings and rescan buttons all flicker slightly in the UI.

When I click on Logs / Events, I get the following:

I've attached logs. I get inconsistent transcoding out of it - something is being done, but the UI seems to this everything is hosed.

Yes it's a known bug with 2.3.11 which has been fixed in 2.3.12 BETA version.

BETA is already available

The Beta only appears to be available via Early access. What's the release plan?

Probably not for a few months
