Help speeding up converting Windows Media Center recordings

I am capturing OTA programming and converting them using great MCEBuddy. For 30 mins programming captured by Windows Media Center generates ~3GB file. MCEBuddy processes it for ~1hr and converts into MP4 format (removing adds) to ~300MB file. I use MP4 Normal setting.

I am currently running MCEBuddy 2.3.13 and looking to see whether upgrading to 2.3.15 w/ my current h/w configuration speed up the conversion or would I have to update my graphics card too to take benefit of h/w encoding.

Headless Windows system (no monitor, keyboard or mouse attached).
  • Windows 8.1
  • Processor: AMD Phenom || X4 925 (Quad core 2.8)
  • 8GB DDR2 RAM
  • Hauppauge 1250 TV tuner card
  • ATI Radeon HD4600
  • 5400 RPM HDD
If I would need to upgrade my graphics card, what would be the cheapest card I can buy to take benefit of 2.3.15? Or, my current HD4600 would provide the benefits of 2.3.15 version.

Any help to speed this up would be helpful.

Intel 3rd generation processor with an Ivy chipset (anything that support QuickSync will work) and Intel is cheap :)

Thanks for the response. To upgrade to Intel, I will have to upgrade my system as I am currently having AMD based system :)

If there is any recommendation on graphics card that can leverage OpenCL would be helpful. My current HD4650 doesn't leverage OpenCL. I am willing to replace the graphics card, but not the whole system. Thanks again.
