What kind of problem?

You can find a WTV file, 3.92GB about about 30 min.long below;

This can be played normally on Windows Media Player software on my and my friend's Windows 7 machines.

However, I have tried to convert it to MP4 by MCEBuddy 2.4.3 but NOTHING HAS HAPPENED. I finish all settings and click "start." However, the progress display part only keeps saying "idle."

Any possible problem in my settings? Or, any problem in this playable WTV file?

Help me please.

Neither, you've got a different issue likely the file is locked. Open MCEBuddy.log and search for the filename and the error so why it can't be queued for processing.

I found the message in mcebuggy.log "
WARNING> 2016-03-04T09:35:13 MCEBuddy.MetaData.VideoMetaData --> ERROR: VIDEO IS COPYPROTECTED. CONVERSION WILL FAIL"

Any suggestion to move forward?

Ask your cable provider to remove encryption/copy protection. (if you believe it isnt' encrypted you can choose the ignore copy protection flag in expert settings but note that you'll get a grey output in the converted file if the video is actually encrypted)
